Waste is a huge issue. When so much (food in this case) is thrown away, yet some go without, there is opportunity to change.

If the cost of the fine is less than the labor-value of the volunteer effort, the volunteers are donating their labor to the company.
The company must pay way more than just the labour and rebuild costs, or they'll think they can get away with it again.
