I'm afraid this won't work since people just lift themselves into next level with their needs, still being desperate.

Private networks & applications maybe built up quicker than public ones and therefore the fear is that soon we are too depended on those.

Citizens should understand that they have the power to select the right people into government. Change them as long as needed!

Especially preventative services! If we are proactive, we reduce the amount of resources needed for being reactive.
You are right! In Finland we have had decades preventative systems for pregnant women and children with very good results. Prevent=save $$
