Not about heaviness of bureaucracy, but about the effectiveness of officers to serve. Should be addressing the intention to serve.

The Internet cannot replace the last-foot of the services - can only aggregate content and allow others to make sense.

Developing countries already leapfrog in terms of technology (skipping landline to mobile). More about creativity of application.
