Civics and politics are based on geophysical boundaries. A more virtually engaged citizen often means less local community engagement.

Possible to draw inspiration from exiled/distributed groups that try to retain a political identity (indigenous groups, distributed co-ops).

Would be a great education/historical tourism draw. Could bring in revenue and funnel it toward other educational/local history projects.
